How true is this - DNC unable to fund get out the vote efforts due to Obama fund raising?

According to No Quarters USA (Larry C. Johnson's blog) Obama's decision to forgoe public financing has stripped the DNC of their ability to support other candidates and run field operations.

First, presumptive nominee chose not to accept public funding. Then, the party was robbed of its ability to raise money with one email that went out from Obama, as soon as he got control of the DNC list. The email said: “Do not give money to the DNC. Give it to Obama.” The DNC is now not financially equipped to turn out the vote. They are broke. The money they have will barely cover the payroll and a few field advisors. There will not be enough cash to be able to fund thousands of field offices, like they have in the past.

Is this true?

It seems like something that would have come to light before now but I guess it's possible, especially if Obama's ego was so big that he felt like it was more important to be the largest fund raiser of all time than to allow the Democrats to support their down ticket candidates.

Personally I hope it is and that their get out the vote effort fails spectacularly but I am not holding my breath. This is a Larry c. Johnson scoop we are talking about after all (I am still waiting for that damn Michelle Obama tape)
