A simple riot control solution

So another May Day has come and gone and with it another riot in Portland.  Since the city continues to issue permits and the riots continue to happen I would like to suggest a new strategy for the police:

1.  Spray the rioters with deer urine
2.  Release starving grizzly bears into the streets'

After a couple riots turn into bear food (and later bear poop) I bet the behavior will change.
